That's a tough one to answer as it depends largely on what you're after. A minimalist design is important to me, and although that can be achieved with any of them, I've always gone with the various Sugarcubes because their default design is closer to what I want than the rest and so requires less CSS.
I've been using Harlowe 'cause the documentation makes sense to me, and I like the syntax slightly better than Sugarcube, but it wasn't originally a carefully meditated decision. I'd say: try 'em both, and see which you like. Certain things are easier to write in either one, depending, like Jud_Casper mentioned, on what you're trying to do with them. I bet Greyelf or TheMadExile'd probably be able to give you a more technical answer on the relative merits of each.
As I am new, trying both, would seem to be the logical choice.
Are there any tutorial documents/videos that you guys could recommend? Lack of documentation is a BIG negative in my opinion. Living on the other side of the planet means I have to wait a loooonnngggg time to get responses, so documentation for me, is right up there on the top of the "must have" list...

All formats are really very well documented, though when I first started it took me some time to really understand the official documentation (as it documents everything but doens't look like it was written for beginners, ie: in form of tutorials).

Looks like I am going to have to brush up on my HTML and CCS, but in the meantime, plain 'text' will suffice.
Is there anywhere on this forum that I can publish a story or do I need to store it on a dedicated server. I have setup an account on the IFDB but not sure how publishing works there. I'm not even sure if my stuff would be of any use to most people. The work produced on that site makes my tiny efforts pale into insignificance....
Anyway, time to kick in the grey matter, assisted by coffee, and try to patch together a story... Fingers crossed...

Or you can make a free Amazon S3 account (free cloud hosting), or a Github Pages account (github is a hub for developers, but each account comes with free hosting and a quick system for publishing web pages).

As far as using the various Story Formats, I'll presume you've figured that now from the video tutorials you've been watching, but just in case not, you simple click 'Index' in th e bottom-left of the Twine's main game-grid page, then click 'Change story format' and pick as you desire.

Your assumption is correct, you'd still have to host the files independently somewhere else, as philome.la only takes the html files.
