Passage Links to Scrolled Down Page

In the Twine story I'm working on currently, following a link from a passage to another certain passage results in the display of the second passage scrolled half-way down the page. Is this a known issue? I hoped to put a bug report in but there's no bug report forum. I'm using the Harlowe story format.

    This issues was reported once before, though Leon thought it was fixed in Twine 2.0.1.

    I created the attached test and it seems the issue still exist when using Chrome 41.0.2272 on Windows.
