Choosing between SugarCube and Harlowe

Hi,

I would like to choose a story format before I get too deep in writing/coding my game. Is there a comparison chart of features that you could point me to? For instance, I know that SugarCube supports saves and restarts natively, and in Harlowe it takes some fiddling. But I'm wondering if one format is superior to the other in terms of game play (more narrative vs more puzzles, for example). Or is it more a matter of being comfortable with a certain level of coding (CSS and javascript)? My game is largely narrative and with significant branching. Some passages will change if they're revisited. Some won't be available if the player tries to go back to them. I'm familiar with CSS but not javascript, though I can usually implement some scripts if I'm following a guide. Does this point more towards SugarCube or Harlowe?
