How can I get my pop-up to go in a separate window?

I need to get my Twine to allow a user to download an external PDF.... but I want them to be able to close down that external PDF so they can stay within Twine. As of now, when someone clicks the link, they go to a download page. Download. Then if the window closes they are re-directed to the beginning of the game. I want them to pick up right where they left off.
